The Open-Ended Working Group (OEWG) on Reducing Space Threats is a United Nations initiative established to address threats to outer space and promote responsible behavior in space activities. Convened under General Assembly resolution 76/231, the OEWG aims to develop norms, rules, and principles to reduce space threats by states to space systems, potentially leading to legally binding instruments. The OEWG held several sessions between 2022 and 2023 involving over seventy countries to discuss space security issues, including anti-satellite testing and uncoordinated rendezvous. While the OEWG concluded without a consensus report, it significantly advanced multilateral discussions on space security and highlighted the importance of norms in addition to legally binding measures.
