Atlantic Constellation

Use as the umbrella constellation for Atlantic / ESCA / PTOC component forecast rows. ESA baseline is 16 Spain-Portugal EO satellites; later Portuguese reporting cites a broader 26-satellite Portuguese national component with 12 SAR and 14 optical satellites. Planned_sats is intentionally null until the database separates baseline, national, and follow-on architecture counts cleanly. Operator is mixed across component rows; Open Cosmos is only the required constellation-level anchor.
