Kosmos-2548 (ERA-1) was identified in court documentation as a piggyback payload produced by CNIIHM that rode to orbit in December 2020 alongside three Gonets-M satellites, with CNIIHM signing a launch contract with ISS Reshetnev on October 1, 2018.
Some procurement documents mistakenly copied 14F01-1 and 14K241 into unrelated Soyuz-2-1b/Gonets-M and Glonass-M launch preparation files, indicating administrative reuse of identifiers in launch paperwork.
In 2015 Russia launched three Gonets-M satellites declared as Gonets M11–M13 alongside a classified military payload catalogued as Cosmos 2504.
