5/22/2019
A Times of India article dated April 4, 2019 contains a quote attributing a mid-May PSLV-C46 launch of Risat-2B to ISRO chairman K Sivan.
On May 21, 2019, ISRO issued a press release clarifying the satellite being launched by PSLV-C46 is RISAT-2B and not RISAT-2BR1.
As of May 18, 2019, the PSLV-C46 press kit metadata listed RISAT-2B mass as 615 kg for insertion to a 557 km altitude, 37° orbit, indicated the satellite's radar frequency as X-band, and listed applications including agriculture, forestry, and disaster management support.
An ISRO monthly summary document dated April 11, 2019 lists the satellite as RISAT-2B.
On April 1, 2019, ISRO's website stated that PSLV-C46 will launch RISAT-2B in May 2019.
The press kit for PSLV-C48 includes a low-resolution line drawing of RISAT-2BR1 that does not show the large deployable antenna depicted on RISAT-2B.
India cannot presently prepare and launch replacement or mission-specific satellites at short notice.
